Drought-hit cattlemen: Ethanol hurting us

A drought is now gripping more than half of the nation, with the latest U.S. Drought Monitor showing some of the worst areas are expanding. In Tennessee, crops are dying and families are struggling to face the losses. NBC's Thanh Truong reports.

Competing for corn with ethanol producers at a time of sky-high prices and drought, cattlemen and other livestock producers have asked for some relief but their plea has yet to get the needed support.

The help would have to come via the Environmental Protection Agency, which has the power to temporarily reduce the amount of ethanol required to be mixed into gasoline for vehicles. Since ethanol is cleaner than petroleum, its use in vehicles helps reduce overall air pollution.?

But the request for a waiver must come from a state or a refiner -- and a day after the plea was made that still hasn't happened.

"Our ears are open and the line of communications is open,"?Mike Deering, a spokesman for the National Cattlemen's Beef Association, told NBC News. But, he added, "we do not have any definitive news at this point and time."


The Renewable Fuels Association, an ethanol trade group, told NBC News that it "wouldn't be surprised" to see a request.

But chances of the EPA granting it seem less likely.

"EPA officials and the secretary of agriculture (Tom Vilsack) have all indicated that they are not considering a waiver at this time,"?Mark McMinimy, biofuels analyst at Guggenheim Partners Washington Research Group, told Reuters. "I am not sure if this changes the landscape all that much."

Texas Gov. Rick Perry failed in his attempt to get a waiver in 2008, and the November elections could make for continued status quo given that?President Barack Obama and many other lawmakers are strong supporters of ethanol, which is hugely popular in farm states.

America's ongoing drought disaster is getting worse before it gets better. NBC's Chris Clackum reports.

Corn prices have risen 60 percent in six weeks, Reuters reports, and about a third of the U.S. corn supply is used for ethanol. About as much is used as animal feed.

"The drought-induced reductions in the corn supply means that the mandated utilization of corn for renewable fuels will so reduce the supply of corn and increase its price that livestock and poultry producers will be forced to reduce the size of their herds and flocks, causing some to go out of business and jobs to be lost," the cattlemen's association and other livestock groups said in their letter to EPA chief Lisa Jackson.

U.N. to send team into North Korea after floods

SEOUL (Reuters) - A United Nations team will visit North Korea from Tuesday to assess damage caused by recent floods, with a view to developing an aid plan, a U.N. official told Reuters on Monday.

The team is the highest-profile delegation allowed into the secretive state since its new leader took power seven months ago.

The planned trip follows a meeting between U.N. and North Korean officials on Monday, at which Pyongyang presented its assessment of the damage, the United Nations Children's Fund (UNICEF) official said, without elaborating on the meeting.

"We have agreed to send an inter-agency rapid assessment team to the two most affected counties tomorrow (July 31)," Christopher de Bono, chief of communications for East Asia and the Pacific for the UNICEF said in an emailed statement.

North Korea remains one of the most isolated states in the world. That has not changed since Kim Jong-un took office, though floods have in the past provided opportunities for contact with the outside world.

"A U.N. response will be devised after the inter-agency mission confirms the damages and gauges the immediate requirements of the affected population," de Bono said.

North Korea's official media has reported that floods caused by torrential rainfalls between July 18 and 25 killed 88 people, left tens of thousands homeless and damaged agricultural areas.

On top of that, the country's KCNA news agency said an additional 400 mm (16 inches) of rain had fallen in the 24 hours to Monday morning.

The floods come after a period of drought and are certain to lift food prices, already rising sharply. According to defectors contacted by Reuters in neighboring South Korea, rice prices have already risen beyond the reach of ordinary households.

"A heavy downpour on the 29th July, coupled with heavy thunderstorms, have worsened the flood situation for DPRK (North Korea)," the United Nations North Korea office reported on its website http://kp.one.un.org/theme-groups/contingency-planning-and-emergency-response/current-emergencies/.

"The flooding will result in more hikes in rice prices until the autumn harvest and which were already seen because of the massive drought," Kwon Tae-jin, a senior researcher at Korea Rural Economic Institute, told Reuters.

"It is simply making things worse," he said.

HOARDING BY MIDDLEMEN

North Korea has become increasingly prone to flooding because of widespread deforestation.

Defectors said the rice price increase has been aggravated due to hoarding by middlemen hoping to cash in on economic reforms which the government of new leader Kim Jong-un is reported to be planning.

North Korea, which suffered a period of famine in the 1990s, has for years relied on foreign aid to make up for the shortfall in food production.

Enbridge suffers new oil leak, shuts key pipeline

CALGARY (Reuters) - Canada's Enbridge Inc. said an oil spill in Wisconsin had forced it to shut down part of the main pipeline system delivering Canadian crude to U.S. refiners on Friday, a fresh blow for a firm already facing fierce criticism from regulators.

Almost two years to the day after a major spill on a different part of its network, Enbridge shut down Line 14 after a leak that it estimated at around 1,200 barrels of oil. The 318,000 barrel per day (bpd) line, part of the Lakehead system, carries light crude oil to Chicago-area refineries.

"Enbridge is treating this situation as a top priority," said Richard Adams, vice president of U.S. Operations at Enbridge. "We are bringing all necessary resources to bear."

The cause of Friday's spill was undetermined and Enbridge Energy Partners said it had no estimate on when flows would resume. Line 14 is one of four lines that ship mainly Canadian crude via Lakehead, a 2.5 million bpd network that is the principle route for Canadian exports.

The news will not help Enbridge build public trust in its network, which has come under scrutiny following several high-profile incidents, including a spill in Alberta last month and a massive leak in Michigan two years ago.

Just weeks ago, the U.S. National Transportation Safety Board delivered a scathing report of Enbridge's handling of the July 2010 rupture of its Line 6B near Marshall, Michigan, which led to more than 20,000 barrels of crude leaking into the Kalamazoo River. U.S. pipeline regulators fined it $3.7 million for the spill, their largest ever penalty.

The incidents have caused furor just as the company seeks approval for its C$6 billion Northern Gateway pipeline to Canada's West Coast from Alberta amid staunch opposition from environmental groups and native communities that warn against oil spills on land and in coastal waters.

This month, Enbridge Chief Executive Pat Daniel acknowledged in an interview with Reuters that the criticism of the company, especially from the U.S. regulator, makes it more difficult to convince Canadians to support Northern Gateway.

"It really raises some serious questions about the system, and we really have to take a hard look at this," said Dan Woynillowicz, spokesman for the Pembina Institute, a Canadian-based energy and environment think tank.

The spate of incidents shows the need for regulators to take a much more active role in investigation and enforcement, possibly including more physical checks by regulators of data submitted by operators, he said.

This month, under growing public pressure, Alberta said it would launch a probe into its pipeline network.

In its report earlier this month, the NTSB said it found a complete breakdown of company safety measures, and that Enbridge employees performed like "Keystone Kops" trying to contain it. The rupture, which went undetected for 17 hours, spilled more than 20,000 barrels of heavy crude.

The board said the main failure was due to multiple small "corrosion-fatigue cracks" that grew over time to create a breach in the pipe over 80 inches long. It said Enbridge knew for years that the section of pipe was vulnerable.

The Pipeline and Hazardous Materials Safety Administration, or PHMSA, said its probe uncovered two dozen regulation violations related to the leak, which spawned a massive clean up that the company has estimated will cost more than $700 million.

In response to the report, Enbridge said it believed its personnel were trying to do the "right thing" at the time.

Enbridge said Line 14 was a 24-inch diameter pipe that was installed in 1998, making it a relatively new line. In most cases, smaller pipeline leaks can be repaired quickly allowing operations to resume pumping, although regulators may require significant work if they find any cause for alarm. Following the leak two years ago Line 6B was shut for over two months.

No injury was reported at the line, which is near Grand Marsh, Wisconsin, Enbridge said.
