While speaking at the Brandenburg Gate in Berlin, President Barack Obama announces ways the US can combat terrorism by "balancing the pursuit of security with the protection of privacy."

President Barack Obama proposed reducing the American nuclear arsenal by as much as a third on Wednesday, directing the Defense Department to align the United States with what the administration says are the more credible threats of the 21st century.
The proposal outlined by Obama in a speech in Berlin includes the maintenance of a ?strong and credible strategic deterrent,? and will instruct the Defense Department to reduce the role of nuclear weapons in response to non-nuclear attacks on the U.S.
?We may no longer live in fear of global annihilation, but so long as nuclear weapons exist, we are not truly safe,? Obama said. The U.S. will seek cooperation with Russia for further cuts ?to move beyond Cold War nuclear postures,? he said.
The announcement came in the middle of a sweeping speech that drew on Berlin?s history while evoking the ongoing unrest in countries like Afghanistan and Burma.
The U.S. will host a summit in 2016 to address the international flow of nuclear weapons and material, and Obama?s administration will push for domestic support to ratify the comprehensive nuclear test ban treaty, Obama said.
The president delivered his speech at the historic Brandenburg Gate, the one-time boundary between East and West Germany where President John F. Kennedy spoke fifty years ago. Six thousand tickets had been distributed, according to the German government.
?While I am not the first American president to come to this gate, I am proud to stand on its eastern side to pay tribute to its past,? Obama said.
Obama tries for repeat performance in Berlin
The nuclear defense plan laid out by Obama is separate from American weapons deployed in support of NATO, and Obama underscored the importance of the relationship between the United States and its European allies in an earlier appearance with Chancellor Angela Merkel on Wednesday.
?In both conversations with Chancellor Merkel and earlier with your president I reminded them that from our perspective the relationship with Europe remains the cornerstone of our freedom and security,? Obama said. ?Europe is our partner in almost everything that we do.?
In a 2009 speech in Prague, Obama said that it must be a priority for all the world?s countries to check the flow of nuclear weapons, calling the continued existence of aging nuclear stockpiles ?the most dangerous legacy of the Cold War.?
?Some argue that the spread of these weapons cannot be stopped, cannot be checked ? that we are destined to live in a world where more nations and more people possess the ultimate tools of destruction,? Obama said in the Prague speech. ?Such fatalism is a deadly adversary, for if we believe that the spread of nuclear weapons is inevitable, then in some way we are admitting to ourselves that the use of nuclear weapons is inevitable.?
The changes come after the release of a 2010 review of the nation?s nuclear defense posture, as well as the ratification of the New START treaty, an agreement with Russia for each country to reduce its stockpiles of nuclear weapons over the next five years to 1,550 weapons each.The proposed reductions would take the U.S. further below that number.
An aide to Russian President Vladimir Putin said on Wednesday before Obama?s speech that other countries as well as Russia and the U.S. should be involved in further decisions about nuclear cuts.
?It?s necessary to bring other countries that possess nuclear weapons into the process,? foreign policy advisor Yuri Ushakov said, according to Reuters.
Obama made passing reference to the threat of nuclear weapons in his February State of the Union address, saying that the U.S. would ?do what is necessary? to prevent a nuclear Iran, as well as check the global flow of nuclear weapons.
?At the same time, we?ll engage Russia to seek further reductions in our nuclear arsenals, and continue leading the global effort to secure nuclear materials that could fall into the wrong hands ? because our ability to influence others depends on our willingness to lead and meet our obligations,? Obama said.

Pilgrim's Pride cutting 200 jobs in Chattanooga

CHATTANOOGA, Tenn. (AP) -- Chicken producer Pilgrim's Pride says it will cut 200 jobs in Chattanooga.
The Chattanooga Times Free Press reports (http://bit.ly/1du0zG7 ) that the company will shut down its cooking and cold storage facilities in Chattanooga.
A Pilgrim's spokesman said employees who had their positions cut would be offered jobs at the company's remaining downtown Chattanooga facilities, and that 40 jobs already had been added at a deboning plant.
The newspaper reports that the shift is part of a realignment, which has seen Chattanooga moved from the prepared foods division to the small bird deboning division.
The company says no changes are planned to the "kill" and deboning operations in Chattanooga.
J. Ed. Marston, the Chattanooga Area Chamber of Commerce's vice president for marketing, said he's disappointed to hear about the job loss.

WASHINGTON President Barack Obama is hitting the links with two ESPN commentators.
The White House said sports commentators Michael Wilbon and Tony Kornheiser (KORN'-hy-zer) were in the president's golfing party Saturday. The fourth player was not identified.
Obama is playing at the Army's Fort Belvoir in Virginia, south of Washington. The president is an avid sports fan and viewer of ESPN programming.

Less than a month after resigning from his position as Wiregrass Ranch High baseball coach amid controversy, Jeff Swymer has been hired as head baseball coach at Bishop McLaughlin, dean Joseph Jasinski said Monday afternoon."It's going to be different not being in maroon, but I'm glad to be back," Swymer said. "I'm excited and thankful for the opportunity after the situation and what was put out there. I know there will be concerns, but it'll be a chance for me and the team to start over."
"We're very excited to have Jeff come aboard," Jasinski said. "We've been searching very hard and for a while for someone to fill that position and, given his experience, it was a perfect fit for us. He was too good to pass up."
On June 13, Swymer faced a year-long suspension by the Pasco County District School Board after it was found he was drinking while in charge of his baseball team during a Spring Break tournament trip in March. Swymer opted to resign from his position following the team's most successful season that ended with a loss in the Class 7A region final.
Swymer, who was named the Pasco Tribune Baseball Coach of the Year, had the support of Wiregrass administration following the incident, as well outpouring support from parents and players. Swymer said he had more than 250 letters of support sent to him, as well as more than 500 signatures on a petition.
Swymer points to that support as a way to alleviate any concerns parents of Bishop McLaughlin players might have as he takes over.
"I'm sure they will (have concerns) - I expect it," Swymer said. "But I have people willing to vouch for my character and the support of Bishop and its staff. It was a stupid mistake on my part and I'm going to (put it in) the past."
Jasinski said Swymer reached out for the open position, even though it had been closed. Jasinski said they were intrigued to have such a worthy candidate apply.
Swymer had a 76-33 record in four seasons at Wiregrass, including leading the Bulls to a 19-10 record and the Class 7A region final that included an upset of then-nationally ranked Steinbrenner High School. The 2013 season was also Wiregrass' first postseason berth in program history.
Bishop, was 13-18 before its head coach of two seasons, Tom LoSauro, resigned. LoSauro was 30-23 in two seasons, but had previously won a Class 3A state baseball title with Fort Myers Bishop Verot.
Monday afternoon Swymer was already heading over to Land O' Lakes High to watch his Hurricanes play summer league ball.
"I need to see where to start and get my staff together, but I'm ready, and you know me, I work hard all the time," Swymer said. "I'm excited to get started and ready.

GIRARD, Ohio (AP) ? A spate of five-figure water bills in an Ohio city is being blamed on new software, but a pastor jokes his church's $93,000 bill was from using too much holy water.
The July bill sent to St. Rose Catholic Church in Girard near Youngstown was one of many erroneous statements sent to the city's water customers. The (Youngstown) Vindicator (bit.ly/12ooIaW) reports that the Tri-Changes hair salon got a $12,000 bill.
Residents, business owners and clergy recently descended on the city's water department seeking an explanation.
Girard public services director Jerry Lambert says the city is replacing manual-read meters with automatic readers. He says the errors are a result of software problems during the changeover.
Lambert says the statements should be "100 percent correct" by the next billing cycle in September.

The Union of French Jewish Students is claiming victory today in a several-month battle with Twitter over releasing personal account details of Twitter users who tweeted anti-Semitic statements.
?This agreement with Twitter represents a great victory in the struggle against racism and anti-Semitism,? Jonathan Hayoun, president of the Union of French Jewish Students, said in a statement. ?Twitter has finally accepted its responsibility on hate prevention as a prominent player on the Web. That is a great step to fight against the feeling of impunity on the Internet.?
Last year some French citizens posted a number of racist tweets to Twitter with the hashtag #unbonjuif (a good Jew) ? violating French law. In January, therefore, a French court ordered Twitter to release details that would help authorities locate the authors of anti-Semitic tweets, and the Union sued Twitter for?almost 40 million euros ($50 million) in damages in March, saying it would hand over any proceeds to Shoah Memorial, a fund for remembering and learning the lessons of the Holocaust.
Twitter has long been reluctant to cooperate with authorities who are seeking personal information on its users, having decided to prioritize Twitter users? privacy and free speech rights, and it has openly revealed in annual ?transparency reports? how many information requests, removal requests, and copyright violation notices it receives from global authorities.
?These growing inquiries can have a serious chilling effect on free expression ? and real privacy implications,? Twitter legal policy manager Jeremy Kessel said in January.
Twitter?s user-protective policies, however, may be coming to an end somewhat, as the Union of French Jewish Students says that they?re now working with Twitter to establish an easier reporting mechanism for racist and ?unlawful? tweets.
This communication puts an end to the dispute between the parties who have?agreed to continue to work actively together in order to fight racism and anti-Semitism, in compliance with their respective national legislation, especially by taking measures in order to establish an easily accessible and noticeable reporting system to deal with unlawful tweets.
User reaction on Twitter is mixed, as you might expect, with some people taking the position that privacy and free speech are worth protecting at almost any cost while others saying that anti-Semitism deserves to be hunted down.
But of course the French student union is happy.
?The Union of French Jewish Students is proud to have reached an agreement with the company Twitter on fighting racism and anti-Semitism on the Internet,? the organization said in a statement. ?This puts an end to the legal proceedings started by the Union of French Jewish Students against Twitter that had led to the conviction of Twitter before the French criminal courts on January 24th, 2013.?
What that statement clearly leaves out, however, is any mention of the $50 million lawsuit the organization initiated in March.

The security agencies were still not convinced and their?interrogation would continue, the sources said. The three men,?aged between 18 and 23, one of whom is one-eyed, were nabbed?inside Indian territory on June 12 near Sultanchku.?They were at present in the custody at Murgo post where?the interrogators were flown along with a translator.
It was also not clear from where they had come as the?nearest habitation across the Line of Actual Control(LAC) was?in North of Karakoram range. Authorities are working on the?possibility that they could have entered through either Raki?Nallah, Jeevan Nallah or North of Daulat Beig Oldie, where?Indian and Chinese troops had a face-off for nearly 21 days?from April 15 to May five.
The three men also could not give a clear description of?the areas used by them to come to India. Besides this,?apprehension was being expressed that the three could have?been headed towards Pakistan-occupied-Kashmir which is barely?30 kms up North of the area where they were nabbed. The three men were carrying a big political map and two?smaller versions of the document with Arabic and Yarkandi?script on it.
Besides this, they were carrying improvised swords and?knives, tinned food including egg powder (useful in higher?region), Chinese currency of over 900 Yuan and Chinese leather?jackets.?The three claimed that the jackets, discarded by the?Chinese troops, were picked enroute.?Both summer and winter road connectivity to this post were?cut off due to bad weather in Ladakh region this year and?therefore, the security agencies airlifted the interrogators?and the translators to the post where they were detained.
According to the laid down procedure along the LAC, the?custody of any accused apprehended in the area has to be with?the Indo-Tibetan Border Police and interrogation can be?carried out by central security agencies.

NEW YORK (AP) ? Eliot Spitzer has met the deadline to file thousands of petition signatures for his bid to revive his political career by running for New York City comptroller.
Spitzer said that "over 27,000 signatures" were submitted to the city Board of Elections just after 10:30 p.m. Thursday, ahead of a midnight deadline. It came just four days after the tarnished ex-governor launched his campaign.
Spitzer needs 3,750 valid petition signatures to get on the Democratic primary ballot for September.
"I just want to first and foremost thank the citizens of New York that signed these petitions," Spitzer said outside the Board of Elections office in lower Manhattan. "I want to say it's an important statement for those who said it was not possible in the course of three and a half days to gather these signatures to get a candidate on the ballot for citywide office."
The filing may not be the last word. Spitzer's opponents or others could challenge signatures for reasons such as incomplete addresses or missing dates.
If that happens, elections officials will have to review the objections, hold a hearing late this month and decide whether the signatures qualify. The matter could ultimately go to court.
Spitzer, who resigned amid a prostitution scandal in 2008, startled the political establishment and shook up what had been a tame comptroller's race by jumping into it, a decision he says he just made over the weekend.
Candidates were allowed to start petitioning in early June, and many did. Campaigns generally gather two to three times as many signatures as needed, in case some are challenged as having incomplete addresses, missing dates or other flaws.
Spitzer had said he was aiming for 7,500 signatures. His self-financed campaign has offered canvassers $12 an hour to collect them; consulting firm BrownMillerGroup said a report that petitioners were getting $800 a day was inaccurate.
Stringer, meanwhile, noted that he relied on volunteer petitioners.
"One hundred thousand people signed my petition, and we didn't have to pay anybody," he said Thursday evening on TV news station NY 1's "Road to City Hall."
Spitzer and Stringer each need signers who are registered Democrats, live in the city and haven't signed another comptroller hopeful's petition. Signers must supply their names and addresses and date the forms, and signature-gatherers also have to fill out certain information.
Spitzer's four-day timeframe was certainly a challenge, political veterans said.
"It's not a lot of time. It can be done," said Martin Connor, an election lawyer and former state senator.
Meanwhile, Spitzer got encouraging news Wednesday from a poll showing he topped Stringer 42 percent to 33 percent among registered Democrats, including those leaning toward but not settled on a candidate. The Wall Street Journal-NBC 4 New York-Marist questioned 546 registered Democrats and had a margin of error of plus or minus 4.2 percentage points for questions limited to them.
Spitzer said Wednesday night that while the poll numbers were comforting, he was aware he had more work to do.
"I'm never confident," he said. "And that is defensive politics."
Stringer campaign manager Sascha Owen expressed confidence that as more voters get to know Stringer, "he will be the obvious choice for comptroller."
Other comptroller contenders include Republican John Burnett, who has worked on Wall Street; his campaign said Thursday he'd filed about 8,000 signatures.
Petitions weren't yet due for some third-party contenders, but Libertarian Kristin Davis' campaign has collected 3,100 so far, spokesman Andrew Miller said. Adding an unusual element to the campaign, Davis is a former madam.
Green Party candidate and former teacher Julia Willebrand's campaign didn't immediately respond to a message sent through the campaign's Facebook page Thursday evening.
NBC.com lists Spitzer as a guest on "The Tonight Show with Jay Leno" Friday night. The show airs at 11:35 p.m. EST.

LONDON - Jacksonville Jaguars owner Shad Khan bought the English soccer club Fulham on Friday, becoming the sixth American owner in the Premier League.
The deal between previous owner Mohamed Al Fayed and Khan for the sale of the London club was completed on Friday and approved by the Premier League. Financial details were not disclosed.
"Fulham is the perfect club at the perfect time for me," Khan said in a statement sent to The Associated Press. "I want to be clear, I do not view myself so much as the owner of Fulham, but a custodian of the club on behalf of its fans. My priority is to ensure the club and Craven Cottage each have a viable and sustainable Premier League future that fans of present and future generations can be proud of.
"We will manage the club's financial and operational affairs with prudence and care, with youth development and community programs as fundamentally important elements of Fulham's future."
Al Fayed, an Egyptian businessman, has owned Fulham since 1997 and is leaving the club debt-free as it prepares for a 13th Premier League season.
"He is giving me the privilege and responsibility of serving as the next custodian of Fulham Football club," Khan said. "I am extremely honoured to accept and want to thank him, on behalf of everyone who loves Fulham, for 16 years of exceptional service to the Club. Mr. Al Fayed rescued the club in its hour of need and has led it to a sustained place within the Premier League."
Manchester United (Glazer family), Arsenal (Stan Kroenke), Liverpool (John Henry), Aston Villa (Randy Lerner) and Sunderland (Ellis Short) also are controlled by American opwners.
Fulham plays at Craven Cottage, a 25,700-seat stadium on the banks of the Thames in west London. The venue has been the club's home for most years since 1896, and the team was given approval last year to redevelop its Riverside stand and increase capacity to 30,000.
The Cottagers have never won a major trophy but reached the final of the FA Cup in 1975 and the Europa League in 2010. Fulham has had a string of American players in recent seasons, including Clint Dempsey, Brian McBride, Carlos Bocanegra, Kasey Keller and Eddie Johnson, and a hospitality area at the stadium is named after McBride.
The sale comes with Khan's Jaguars preparing to play NFL regular-season games in London.
The Jaguars have a deal to play one home game in London for four consecutive seasons starting in October at Wembley Stadium against the San Francisco 49ers.
Khan, who owns Flex-N-Gate Corporation, a leading American automotive supplier, moved to the U.S from his native Pakistan as a 16-year-old in 1967.
"By his hard work, vision and determination, Shahid Khan has become a living embodiment of the American success story," Al Fayed said. "His achievements speak for themselves. I met him twice prior to our successful transaction this week and have been very favourably impressed."
The 84-year-old Al Fayed, the former owner of Harrods department store, said he is retiring to spend time playing soccer with his grandchildren.

Travelport has unveiled its investment plans for east Africa, in response to projected 7% growth in the region?s GDP.
According to recent research from Euromonitor International, the GDP growth in east Africa is set to peak at 7% by 2017, making it the fastest growing regional economy in Africa.
Subsequent research (?Tourism in Sub-Saharan Africa to Continue to Enjoy Robust Growth?) also indicates that the tourism industry in sub-Saharan Africa continues to develop fast, with a 4.7% increase in arrivals in 2012 ? higher than the global average of 4.3% and second only to Asia Pacific with 5.1%.
