Legal group launches Domestic Drone Information Center | The ...

On Tuesday, the National Association of Criminal Defense Lawyers (NACDL) announced the launch of its Domestic Drone Information Center to act as a?hub for its effort to aggregate public data on unmanned aircraft systems.

The impending deadline of the Federal Aviation Administration?s integration of domestic unmanned aircraft systems ? more popularly known as drones ? into U.S. national airspace continues to hold the public imagination and raise questions about the technology?s privacy implications.

?Domestic drones have many potential positive applications ??e.g., traffic mapping, monitoring agriculture, weather forecasting ? but it is vital that their use be regulated,? reads the statement from NACDL.

NACDL?s Domestic Drone Information Center will not only aggregate news about drones from leading news publications, it will track federal, state and municipal legislative developments. It will also aggregate ?relevant case law, scholarship, upcoming events, and data on drone usage.?

?The impressive and wide-ranging technological capabilities of drones represent a fundamental change in the balance between the privacy rights of the people and the surveillance capacity of the state,? NACDL Executive Director Norman Reimer said.

?As this landscape develops, it is important that the public, and most especially the defense bar, monitor this situation to ensure that individuals? privacy and constitutional rights are not infringed upon,? Reimer added.

Reimer hopes that the new Domestic Drone Information Center will serve as an ?asset for lawyers and members of the public alike.?

The FAA, which is the agency overseeing the integration of drones into national airspace, is seeking public comment about the privacy policy for its six domestic drone test sites until May 8.

Senator Charles Schumer Plans Bill For USPTO To Review Patent Troll Suits Before They Head To Court

schumerCompanies like Google, BlackBerry, Earthlink, Red Hat, and others in the tech community, have been piling pressure on the U.S. government to take a stronger stand against companies that file patent suits but don't actually make any products themselves -- known formally as "patent assertion entities" but more commonly as patent trolls and patent privateers (a term favored by Google). Now someone in government is responding. Today, Senator Charles Schumer is expected to announce legislation that looks to snuff out patent suits brought by these companies in their early stages, by sending the suits to the U.S. Patent and Trademark Office for vetting before they hit the courts.

GSA Expands Hybrid Fleet ?Up to 10,000 Vehicles?

The US General Services Administration says it will expand the number of hybrid vehicles in the federal fleet by up to 10,000 vehicles, resulting in the reduction of about 1 million gallons of fuel per year for the life of these vehicles.

The GSA fleet consolidation initiative moves the federal government closer toward its goal of buying 100 percent light-duty alternative-fuel vehicles by the end of 2015, a GSA spokesperson tells Environmental Leader.

As of the end of fiscal year 2012, 79 percent of GSA?s internal fleet vehicles were alternative fuel vehicles. This initiative will help federal agencies transition to green cars at a time when they may not be able to purchase and operate these vehicles on their own, the spokesperson says.

Purchases of hybrid and electric vehicles by President Barack Obama?s administration fell by a third in 2012. Last year, in which it purchased 1,801 alternative fuel vehicles, was the third year in a row in which green car purchases fell, Bloomberg reported.

The federal government is moving towards a smaller, more efficient fleet, the GSA spokesperson says, adding that the agency will continue to improve management of the federal fleet while increasing the fuel efficiency of the vehicles GSA owns and leases to other federal agencies.

Through the new initiative, federal agencies can now consolidate vehicles into the GSA fleet inventory. If agencies choose to participate in the program, GSA will fund the total incremental cost to replace eligible consolidated vehicles with new hybrid sedans.

Consolidating with GSA fleet will also provide GSA?s federal partners with end-to-end fleet management services including vehicle acquisition and disposal, maintenance control and accident management, fuel and loss prevention services and a management system that provides data to efficiently manage fleet operations, at a low monthly rate, GSA says.

Natural History has always figured strongly in visions of Jamaica. It is in the way the plantation system and its legacy orders the people of the region; classifying them into races, classes, colours etc. It is also in the use of bucolic landscapes as pro-slavery propaganda in the eighteenth and nineteenth centuries. Today, in much of the world, Jamaica and the Caribbean are still visualized primarily as a tourist paradise of sun and sand, rainforests, tropical birds and flowers. This exhibition looks at the ways that Jamaican artists of the past and present have engaged this recurring aspect of how the region is visioned. Whether artists are challenging, re-interpreting or celebrating Natural History discourse, the conversations these works stage show the myriad ways in which nature and the study of it figure into how we understand ourselves and our experience of the world.

The trend is not unique to Jamaica or visual art. Versions of this conversation can be found in many of the Caribbean region?s creative outputs, which makes sense given the shared history of transatlantic slavery and cultural blending. In literature, writers like St. Lucian Derek Walcott and Guyanese Wilson Harris engage similar themes. Thinkers such as Martinican Edouard Glissant and Antonio Benitez Rojo of Cuba use the region?s natural features, particularly the sea, as a means to explore cultural, historical and geopolitical features of the Caribbean. Nature also figures strongly in the work of visual artists such as Cuba?s Wifredo Lam and Puerto Rican Arnaldo Roche Rabell.

This exhibition also builds on previous exhibitions such as the Institute of Jamaica?s 2007 Materialising Slavery exhibition which featured an installation by African American artist Fred Wilson. Wilson?s? installation, An Account of a Voyage to Jamaica with the Unnatural History of That Place re-contextualised some of the Institute?s natural history and ethnographic collections to bring unexamined assumptions about power, place, privilege, and history to light. Another important reference is Susan Vogel?s 1988 exhibition Art/Artifact which sought to re-think the West?s engagement with African art by placing objects designated as art side by side with objects designated as artefacts, thereby questioning the values we assign to these categories and the places and people that create them.

Ireland publishes bill on life-saving abortions

(AP) ? Ireland's government has published a long-awaited bill explaining the law on when life-saving abortions can be performed in a country that officially bans the practice.

The Protection of Life During Pregnancy Bill is dividing the government of Prime Minister Enda Kenny. Some Catholic conservatives within Kenny's party have vowed to reject the bill because it authorizes hospitals to perform abortions on suicidal women, so long as three doctors certify the suicide threat as credible.

Ireland's constitution bans abortion. But the Supreme Court in 1992 ruled that terminations must be legal in cases required to save the life of the woman. The court specified credible suicide threats as one condition.

Wednesday's bill would back that court judgment. It faces weeks of debate and likely amendment. Kenny wants it passed by July.
