The inventory of homes awaiting foreclosure continued to grow in February as the number of new foreclosures actually declined, a sign that the recent filed multi-state AG agreement hasn?t had any early impact on the backlogged foreclosure inventory.

The agreement was announced in February and filed March 12, but it will take months for the parties to work out new processing standards that will reduce servicers? risk of liability and allow them to speed up processing.

There were virtually the same number of completed foreclosures in February, 65,000, compared to a year ago, and they were actually fewer than the 71,000 in January. Approximately 1.4 million homes, or 3.4 percent of all homes with a mortgage, were in the foreclosure inventory as of February 2012 compared to 1.5 million, or 3.6 percent, in February 2011 and 1.4 million, or 3.4 percent, in January 2012, according to CoreLogic?s February Mortgage Report.

Of the 1.6 million properties currently in the shadow inventory, 800,000 units are seriously delinquent (3.1-months? supply), 410,000 are in some stage of foreclosure (1.6-months? supply) and 400,000 are already in REO (1.6-months? supply).

?The pace of completed foreclosures is down slightly compared to January, running at an annualized pace of 670,000, but compares favorably to the pace of completed foreclosures in February a year ago. Even though the pace of completed foreclosures has slowed, the overall foreclosure inventory is decreasing because REO sales were up in February,? said Mark Fleming, chief economist for CoreLogic.

As a result, with the spring buying season upon us, the inventory of REOs may decline further as the pace of distressed-asset sales rises along with the rest of the housing market, Fleming said.

?In February, more than 60 major markets saw a decrease in their foreclosure rates compared to a year ago,? said Anand Nallathambi, president and CEO of CoreLogic. ?This combined with faster REO-clearing rates, better employment news, and continued historically low interest rates are all positive signs of improvement in the housing economy.?

The share of borrowers nationally who were 90 or more days late on their mortgage payment fell to 7.3 percent in February 2012 from 7.8 percent in February 2011, but inched up from 7.2 percent in January 2012. At the same time, the inventory of real estate owned (REO) assets held by servicers nationwide grew faster in February 2012 than the pace of REO sales, as measured by the distressed clearing ratio. The distressed clearing ratio is calculated by dividing the number of REO sales by the number of completed foreclosures; the higher the ratio, the faster the pace of REO sales relative to the pace of completed foreclosures. The distressed clearing ratio for February 2012 was 0.73, up from 0.66 in January 2012.

Jared Bernstein: The Myth of the Myth of the Disappearing Middle Class

Brookings economist Ron Haskins puts a hurt on some numbers in this AM's Washington Post.

His piece has two parts. The first part, discussed below, has a pretty fat thumb on the scale. The second is about how decisions regarding marriage and the pursuit of higher ed can have a profound effect on a person and family's economic success. I'll leave that for now, though I should say that while I don't often agree with him, Ron's done solid, thoughtful work on those important issues.

Which is one reason why the rest of the piece struck me as uncharacteristically misleading. Let's go piece by piece.

- The argument is framed as "the myth of disappearing middle class." That's a canard. Most living standards analysts, including Ron in this piece (!), think of the middle class as some chunk in the middle of the income distribution -- say the middle fifth or some variation there in (e.g., 40th to 80th percentile), which of course cannot by definition "disappear." I've been writing about middle-class economics for decades, including nine editions of the "State of Working America. Not once did I or my colleagues argue "disappearance."

- We did, and do, argue that the wage and income growth of middle class workers and families has weakened over time-that the middle-class has becoming increasingly squeezed. How does that square with Ron's findings? He cites research much like that of the Congressional Budget Office on family income trends, noting that middle class income (the middle fifth of the income scale) "grew by nearly 40 percent" 1979-2007 (CBO analysis shows 35%; Ron's source shows 37%, so about the same -- I'm using CBO because it's available to me in some detail; note that these trends include the effect of taxes, transfer payments, and the value of employer provided health care).

First of all, 35% over 28 years is 1.1% per year, over a period when productivity grew at twice that rate (up 72%, or 2% per year). There's no reason to expect middle-class incomes to grow at the rate of productivity year in and year out, though they did so for a few decades in the post-war years. But this persistent divergence is important context that should not be left out.

- The value of health care isn't as big a deal as he thinks it is, though it's characteristic of this "myth" literature to invoke the value health benefits as a game-changer for middle-class living standards. This raises two questions. First, are such benefits totally fungible? That is, if the value of my employer or government provided health care benefits is $1,000, is my family that much better off?

It's not clear that this is the case, especially given the fact that the rising costs of health care don't always reflect quality improvements for the broad middle class (i.e., they have more to do with technology and end-of-life care). It's certainly not worth zero -- to go without health coverage is a real blow to living standards. And if you or your family gets sick, it's extremely valuable. But it's wrong to just tack it onto income and argue everyone is that much better off.

Second, what's the empirical evidence here? On inequality, as the figure below reveals, there's little difference in the trend of the Gini coefficient (a measure of income inequality) when you include the value of employer-provided care (see the lines labeled market income with and without ESI -- employer-sponsored insurance). The two lines are almost coincident, meaning the increase in inequality doesn't go away when you include the value of health care.

In terms of real growth, it turns out that taxes matter much more than the value of health care. The CBO data show that real median income, all in (taxes, ESI, etc.), grew 35%, 1979-2007, as noted. Take out taxes and transfers (and it's taxes that are the big story for the middle, not transfers), and that growth falls by almost half, to 19%, or 0.6% per year. More on that in a moment, but woe betide the middle class-or anyone else-if the fate of their living standards is tied not to economic growth or their labor market outcomes, but to the largess of the Congressional tax writing committees.

- It's also wrong to lump all these time periods together (note: this is a mistake that Ron's source data -- a paper by Rick Burkhauser et al doesn't make -- they break growth periods up in useful ways). About 80% of that 19% growth in pretax income occurred in the 1990s expansion (1993-2000), a period of uniquely full employment, and the only period over the last thirty years when the middle class kept up with overall economic growth. Over the 1980s business cycle, market incomes for the middle class grew 5%; in the 2000s cycle, a measly 3%.

- To understand the middle class squeeze, you've got to look and wages and hours. Census data reveal the amazing fact that the median earnings of full-time male workers were almost exactly the same in real terms in 1979 as in 2010: in real 2010 dollars, 1979: $47,621; 2010: $47,715. How could that possibly not be relevant in an article about middle-class well-being?

Because of this long-term stagnation in men's earnings, middle-class families have had to work a lot more hours to get ahead. Of course, women's contributions to their families' incomes have become much more important over these years, and that too needs to be accounted for, as EPI does in State of Working America. There you'll find evidence of 3-4 more months spent in the paid labor market by married-couple families over this period.

That's not all bad, of course, and partially reflects women's integration into the job market as well as the decline in gender wage differentials. But you can't ignore it, tack on taxes and health care, and wash your hands of any possible problems here.

In fact, if you include these observations about wages to Ron's thesis here, you're left with a pretty uncomfortable conclusion: the middle class doesn't need to worry about how they're doing at work -- we'll make up any shortfalls with tax and health benefits.

Good luck with that.

As I said, a lot of what Ron has in here makes more sense than this "disappearing middle" stuff. He's got good evidence of the importance of increased benefits to the poor, which as we at CBPP have also stressed, have often been very effective at lifting the incomes of the bottom fifth (especially the EITC). But the part on the middle class is incomplete at best and misleading at worst.

World News - Report: Syria is torturing children, UN human rights ...

Syrian state television broadcast footage of President Bashar-al-Assad making a rare public appearance in the Baba Amr neighborhood of Homs, the heart of the uprising and where his crackdown has been most brutal. ITN's John Ray reports.

Syrian authorities are detaining and torturing children, the United Nations' human rights chief, Navi Pillay said, according to a report.

"They've gone for the children -- for whatever purposes -- in large numbers," the BBC quoted her as saying. "Hundreds detained and tortured... it's just horrendous.

"Children shot in the knees, held together with adults in really inhumane conditions, denied medical treatment for their injuries, either held as hostages or as sources of information."

Ms Pillay, a?lawyer, said she believed that the UN Security Council had enough reliable information to warrant referring Syria to the International Criminal Court (ICC).

"I feel that investigation and prosecution is a crucial element to deter and call a stop to these violations," she told the BBC.

Meanwhile, the United States has urged the Syrian opposition to unite and pledge to respect minority rights in a future Syria should President Bashar Assad be driven from power, and warned armed rebels and government forces against committing human rights abuses.

Disunity among the Syrian opposition to Assad has fed fears that Syria could slide into sectarian and ethnic conflict, much as Iraq did after the 2003 U.S.-led invasion that toppled Saddam Hussein.

Anti-government clashes continue as Western and Arab nations launch a diplomatic offensive to halt the violence.

U.S. Secretary of State Hillary Clinton urged the Syrian opposition to lay out a vision of an inclusive Syria in which minority rights are respected.

"They must be able to clearly demonstrate a commitment to including all Syrians and protecting the rights of all Syrians," Clinton told reporters.

"We are going to be pushing them very hard to present such a vision in Istanbul," she said ahead of a gathering of Western and Arab nations in Istanbul on Sunday to discuss a political transition in Syria.

Earlier on Tuesday, the New York Times reported that a meeting of Syrian opposition groups in Istanbul was marred when a veteran dissident and Kurdish delegates walked out, saying their views were not heard.

U.S. Ambassador to Syria Robert Ford said on Tuesday in Washington that he had received reports that armed Syrian opposition groups had engaged in human rights abuses. He said he had warned the rebels, as well as Assad, against committing such abuses.

Both Clinton and Ford were skeptical of reports that Syria's government had accepted the peace plan of U.N.-Arab League envoy Kofi Annan.

"Given Assad's history of over-promising and under-delivering, that commitment must now be matched by immediate actions," Clinton said.

Ford left Syria last month because of the violence but remains the U.S. ambassador. At a hearing on Capitol Hill, he was asked about statements by the U.S.-based group Human Rights Watch that armed opposition groups in Syria had committed abuses including kidnapping, detention and torture of security force members and government supporters.

"We had reports like that last year, when some of the fighting in Homs became really serious," Ford said. "We raised it even in Syria when my embassy was still open.

"We discussed it with some of the local revolution council representatives -- who are themselves not members of armed groups, but certainly are in contact with them -- and emphasized that they would be held to a standard on this if they wanted support from western countries."

The United States had also raised the matter with the Syrian National Council, the main opposition umbrella group, Ford said.

He added there was a danger that more hard-liners who ignored human rights would gain influence on both sides in Syria the longer the conflict goes on.

Assad's government, Ford said, had committed "massive human rights violations that may amount to crimes against humanity."

The United Nations says more than 9,000 people have been killed in Syria's year-old uprising against Assad. Syria says rebels have killed some 3,000 security force members and blames the violence on "terrorist" gangs.

Human Rights Watch also has accused Assad's forces of human rights abuses, including using human shields in northern Syria in their efforts to crush the rebellion.

Assad on Tuesday was filmed taking a tour of Baba Amr, the district of Homs recently bombarded by his forces.

Madonna: Banned From Piers Morgan Tonight!

Piers Morgan has banned Madonna from his show.

The reason why is a mystery, but Piers tweeted to Madge on Tuesday night, "Welcome to Twitter. You're still banned from my show. Love Piers X."

That about clears up his feelings on the singer.

Madonna's manager, Guy Oseary, replied, "Really?" and attached a letter from Morgan's producer inviting Madonna to be a guest on his UK chat show.

Piers then tweeted back: "Madonna has only been banned from my CNN show, not my UK show, which sent that invite. But I'm now banning her from that too."

According to TMZ, Madonna sources have absolutely no idea why Piers is angry at her, adding, "She doesn't even know who he is."

Piers said in January 2011 that banned Madonna from his show for life because she's been "an irritant in my life for 20 years." Well, that'll do it.

The invite to Piers' UK show is therefore baffling, however, perhaps whomever issued it wasn't aware Piers thinks she's a grotesque con artist.

Anderson Silva vs. Chael Sonnen rematch is on for June in Brazil

After months of rumors, the UFC finally confirmed that they will head back to Brazil in June. At Joao Havelange Stadium in Rio de Janeiro, Anderson Silva will rematch with Chael Sonnen for the UFC middleweight belt. After a season of coaching of the first Brazilian "The Ultimate Fighter," Wanderlei Silva and Vitor Belfort will fight. To the press release:

"This will be the biggest sporting event of the year," said UFC president Dana White.? "Bigger than the NFL, the NBA, you name it - UFC 147 will be the biggest.? The whole world wants to see this fight between Silva and Sonnen.? We are broadcast in over 150 countries in 22 languages in half a billion homes.? Wherever those fans are, they are going to be watching this fight."

Don't anybody tell White, but this is an Olympic year. One fight card in Brazil will not surpass even the opening ceremony for the Summer Olympics, but it's a nice goal. Joao Havelange holds 46,931 for a soccer match, but presumably, floor seats will help the UFC break their record of 55,000, set at UFC 129 in Toronto.

Regardless of how many people tune in or turn out for the fights, this rematch will be fun. The last time the two fought, Sonnen beat up Silva for four and a half rounds. Three minutes into the final round, Silva used a triangle armbar to submit Sonnen. Since then, animosity between the two has reached epic levels. Sonnen still refuses to admit that he lost to Silva.

Scientists at the University of Liverpool are working with international partners to develop new forage crop for the hot and dry climate of regions such as Pakistan and Saudi Arabia.

Maintaining a continuous supply of quality food for livestock in extreme climate conditions is an increasing problem worldwide. Researchers at Liverpool, in collaboration with partners in Pakistan, Saudi Arabia and the Netherlands, are examining species that are already tolerant to heat and drought to develop genetic tools to help select the best varieties for animals living in desert regions.

In countries such as Saudi Arabia and Pakistan farmers feed their livestock by moving them between available wild grasslands, or cutting the food crop to take to the animals. Some plants, however, are better quality than others. There has been many programmes using genetics to breed wild grasses into higher yielding forage crops for cool and wet climates like the UK, but there has not been much development in this area for hot and dry regions. As a result, farmers do not have access to the varieties of crop that could make a difference to the lives of their herd.

Researchers at Liverpool are using next generation DNA sequencing technology to obtain molecular genetic markers for easier selection of the best varieties of a grass called Panicum turgidum, also known as desert bunchgrass or taman. This plant is already used for livestock feed, but the new project will allow identification of the best varieties of the grass for hot and dry regions.

Dr Anthony Hall, from the University's Institute of Integrative Biology, said: "Identifying key genetic traits that will produce better yield is commonly employed in the agricultural industry, but DNA technology and the expert knowledge of particular landscapes isn't always available in the same place. This is why our partnership is so significant; we can provide the genetic tools and DNA analysis at the University's Centre for Genome Research, whilst our colleagues in Pakistan, Saudi Arabia and the Netherlands have the ability to evaluate the physiology and performance of the plants where they are most needed."

Dr Meriel Jones, also from the University's Institute of Integrative Biology, said: "In some hot and dry areas of the world, crops have been grown using irrigation from fossil water or water diverted from rivers. This is often not sustainable, however, particularly as underground aquifers will not be replenished. Irrigation has an important role, but it is also essential to develop forage that can cope with the extremes of the climate over a long period of time."

The collaboration will also contribute to scientific understanding of why some plants are able to grow in hot, dry and saline conditions whilst others are not, by analysing species that have evolved the ability to survive in extreme climates.
