One couple was given a tough choice when they moved to a small Wisconsin town where, unbeknownst to them, a two-dog limit per household is a city ordinance. The Leckers, however, have four.
For Melissa Lecker, however, there wasn?t much of a choice to make ? she chose her dogs.
?These dogs are our family. They?re like our children,? she said.

When Melissa and her husband moved to the town in January, she says the city told them they would have to abide by the ordinance and no exception would be made. ?They told us that the ordinance clearly states that they can?t work with us.?
City officials say the law has been on the books since in 1989, and according to some experts, the laws don?t exist to punish couples like the Leckers, but rather to ?regulate society.?
