Obama expected to propose reductions to Cold War-era nuclear arsenal

While speaking at the Brandenburg Gate in Berlin, President Barack Obama announces ways the US can combat terrorism by "balancing the pursuit of security with the protection of privacy."

President Barack Obama proposed reducing the American nuclear arsenal by as much as a third on Wednesday, directing the Defense Department to align the United States with what the administration says are the more credible threats of the 21st century.

The proposal outlined by Obama in a speech in Berlin includes the maintenance of a ?strong and credible strategic deterrent,? and will instruct the Defense Department to reduce the role of nuclear weapons in response to non-nuclear attacks on the U.S.

?We may no longer live in fear of global annihilation, but so long as nuclear weapons exist, we are not truly safe,? Obama said. The U.S. will seek cooperation with Russia for further cuts ?to move beyond Cold War nuclear postures,? he said.

The announcement came in the middle of a sweeping speech that drew on Berlin?s history while evoking the ongoing unrest in countries like Afghanistan and Burma.

The U.S. will host a summit in 2016 to address the international flow of nuclear weapons and material, and Obama?s administration will push for domestic support to ratify the comprehensive nuclear test ban treaty, Obama said.

The president delivered his speech at the historic Brandenburg Gate, the one-time boundary between East and West Germany where President John F. Kennedy spoke fifty years ago. Six thousand tickets had been distributed, according to the German government.

?While I am not the first American president to come to this gate, I am proud to stand on its eastern side to pay tribute to its past,? Obama said.

Obama tries for repeat performance in Berlin

The nuclear defense plan laid out by Obama is separate from American weapons deployed in support of NATO, and Obama underscored the importance of the relationship between the United States and its European allies in an earlier appearance with Chancellor Angela Merkel on Wednesday.

?In both conversations with Chancellor Merkel and earlier with your president I reminded them that from our perspective the relationship with Europe remains the cornerstone of our freedom and security,? Obama said. ?Europe is our partner in almost everything that we do.?

In a 2009 speech in Prague, Obama said that it must be a priority for all the world?s countries to check the flow of nuclear weapons, calling the continued existence of aging nuclear stockpiles ?the most dangerous legacy of the Cold War.?

?Some argue that the spread of these weapons cannot be stopped, cannot be checked ? that we are destined to live in a world where more nations and more people possess the ultimate tools of destruction,? Obama said in the Prague speech. ?Such fatalism is a deadly adversary, for if we believe that the spread of nuclear weapons is inevitable, then in some way we are admitting to ourselves that the use of nuclear weapons is inevitable.?

The changes come after the release of a 2010 review of the nation?s nuclear defense posture, as well as the ratification of the New START treaty, an agreement with Russia for each country to reduce its stockpiles of nuclear weapons over the next five years to 1,550 weapons each.The proposed reductions would take the U.S. further below that number.

An aide to Russian President Vladimir Putin said on Wednesday before Obama?s speech that other countries as well as Russia and the U.S. should be involved in further decisions about nuclear cuts.

?It?s necessary to bring other countries that possess nuclear weapons into the process,? foreign policy advisor Yuri Ushakov said, according to Reuters.

Obama made passing reference to the threat of nuclear weapons in his February State of the Union address, saying that the U.S. would ?do what is necessary? to prevent a nuclear Iran, as well as check the global flow of nuclear weapons.

?At the same time, we?ll engage Russia to seek further reductions in our nuclear arsenals, and continue leading the global effort to secure nuclear materials that could fall into the wrong hands ? because our ability to influence others depends on our willingness to lead and meet our obligations,? Obama said.

Pilgrim's Pride cutting 200 jobs in Chattanooga

CHATTANOOGA, Tenn. (AP) -- Chicken producer Pilgrim's Pride says it will cut 200 jobs in Chattanooga.

The Chattanooga Times Free Press reports (http://bit.ly/1du0zG7 ) that the company will shut down its cooking and cold storage facilities in Chattanooga.

A Pilgrim's spokesman said employees who had their positions cut would be offered jobs at the company's remaining downtown Chattanooga facilities, and that 40 jobs already had been added at a deboning plant.

The newspaper reports that the shift is part of a realignment, which has seen Chattanooga moved from the prepared foods division to the small bird deboning division.

The company says no changes are planned to the "kill" and deboning operations in Chattanooga.

J. Ed. Marston, the Chattanooga Area Chamber of Commerce's vice president for marketing, said he's disappointed to hear about the job loss.

WASHINGTON President Barack Obama is hitting the links with two ESPN commentators.

The White House said sports commentators Michael Wilbon and Tony Kornheiser (KORN'-hy-zer) were in the president's golfing party Saturday. The fourth player was not identified.

Obama is playing at the Army's Fort Belvoir in Virginia, south of Washington. The president is an avid sports fan and viewer of ESPN programming.

Baseball: Ex-Wiregrass coach Swymer not out of work for long

Less than a month after resigning from his position as Wiregrass Ranch High baseball coach amid controversy, Jeff Swymer has been hired as head baseball coach at Bishop McLaughlin, dean Joseph Jasinski said Monday afternoon.

"It's going to be different not being in maroon, but I'm glad to be back," Swymer said. "I'm excited and thankful for the opportunity after the situation and what was put out there. I know there will be concerns, but it'll be a chance for me and the team to start over."

"We're very excited to have Jeff come aboard," Jasinski said. "We've been searching very hard and for a while for someone to fill that position and, given his experience, it was a perfect fit for us. He was too good to pass up."

On June 13, Swymer faced a year-long suspension by the Pasco County District School Board after it was found he was drinking while in charge of his baseball team during a Spring Break tournament trip in March. Swymer opted to resign from his position following the team's most successful season that ended with a loss in the Class 7A region final.

Swymer, who was named the Pasco Tribune Baseball Coach of the Year, had the support of Wiregrass administration following the incident, as well outpouring support from parents and players. Swymer said he had more than 250 letters of support sent to him, as well as more than 500 signatures on a petition.

Swymer points to that support as a way to alleviate any concerns parents of Bishop McLaughlin players might have as he takes over.

"I'm sure they will (have concerns) - I expect it," Swymer said. "But I have people willing to vouch for my character and the support of Bishop and its staff. It was a stupid mistake on my part and I'm going to (put it in) the past."

Jasinski said Swymer reached out for the open position, even though it had been closed. Jasinski said they were intrigued to have such a worthy candidate apply.

Swymer had a 76-33 record in four seasons at Wiregrass, including leading the Bulls to a 19-10 record and the Class 7A region final that included an upset of then-nationally ranked Steinbrenner High School. The 2013 season was also Wiregrass' first postseason berth in program history.

Bishop, was 13-18 before its head coach of two seasons, Tom LoSauro, resigned. LoSauro was 30-23 in two seasons, but had previously won a Class 3A state baseball title with Fort Myers Bishop Verot.

Monday afternoon Swymer was already heading over to Land O' Lakes High to watch his Hurricanes play summer league ball.

"I need to see where to start and get my staff together, but I'm ready, and you know me, I work hard all the time," Swymer said. "I'm excited to get started and ready.

5-figure Ohio water bills blamed on new software

(AP) ? A spate of five-figure water bills in an Ohio city is being blamed on new software, but a pastor jokes his church's $93,000 bill was from using too much holy water.

The July bill sent to St. Rose Catholic Church in Girard near Youngstown was one of many erroneous statements sent to the city's water customers. The (Youngstown) Vindicator (bit.ly/12ooIaW) reports that the Tri-Changes hair salon got a $12,000 bill.

Residents, business owners and clergy recently descended on the city's water department seeking an explanation.

Girard public services director Jerry Lambert says the city is replacing manual-read meters with automatic readers. He says the errors are a result of software problems during the changeover.

Lambert says the statements should be "100 percent correct" by the next billing cycle in September.

Twitter releases personal account details of alleged anti-Semites to French government

The Union of French Jewish Students is claiming victory today in a several-month battle with Twitter over releasing personal account details of Twitter users who tweeted anti-Semitic statements.

?This agreement with Twitter represents a great victory in the struggle against racism and anti-Semitism,? Jonathan Hayoun, president of the Union of French Jewish Students, said in a statement. ?Twitter has finally accepted its responsibility on hate prevention as a prominent player on the Web. That is a great step to fight against the feeling of impunity on the Internet.?

Last year some French citizens posted a number of racist tweets to Twitter with the hashtag #unbonjuif (a good Jew) ? violating French law. In January, therefore, a French court ordered Twitter to release details that would help authorities locate the authors of anti-Semitic tweets, and the Union sued Twitter for?almost 40 million euros ($50 million) in damages in March, saying it would hand over any proceeds to Shoah Memorial, a fund for remembering and learning the lessons of the Holocaust.

Twitter has long been reluctant to cooperate with authorities who are seeking personal information on its users, having decided to prioritize Twitter users? privacy and free speech rights, and it has openly revealed in annual ?transparency reports? how many information requests, removal requests, and copyright violation notices it receives from global authorities.

?These growing inquiries can have a serious chilling effect on free expression ? and real privacy implications,? Twitter legal policy manager Jeremy Kessel said in January.

Twitter?s user-protective policies, however, may be coming to an end somewhat, as the Union of French Jewish Students says that they?re now working with Twitter to establish an easier reporting mechanism for racist and ?unlawful? tweets.

This communication puts an end to the dispute between the parties who have?agreed to continue to work actively together in order to fight racism and anti-Semitism, in compliance with their respective national legislation, especially by taking measures in order to establish an easily accessible and noticeable reporting system to deal with unlawful tweets.

User reaction on Twitter is mixed, as you might expect, with some people taking the position that privacy and free speech are worth protecting at almost any cost while others saying that anti-Semitism deserves to be hunted down.

But of course the French student union is happy.

?The Union of French Jewish Students is proud to have reached an agreement with the company Twitter on fighting racism and anti-Semitism on the Internet,? the organization said in a statement. ?This puts an end to the legal proceedings started by the Union of French Jewish Students against Twitter that had led to the conviction of Twitter before the French criminal courts on January 24th, 2013.?

What that statement clearly leaves out, however, is any mention of the $50 million lawsuit the organization initiated in March.

Twitter released a joint statement about the release of data with the Union of French Jewish Students:

Further to discussions between the Parties and in response to a valid legal request, Twitter has provided the prosecutor of Paris, Presse et Libert?s Publiques section of the Paris Tribunal de Grande Instance, with data that may enable the identification of certain users that the Vice-Prosecutor believes have violated French law.

This disclosure puts an end to the dispute between the Parties, which have agreed to actively continue contributing together to the fight against racism and anti-Semitism, in keeping with their respective domestic laws and regulations, such as by taking measures to improve the accessibility of the reporting procedure of illegal Tweets.

Khan and Roshan.?The three claimed that they were driven out by extreme?poverty from home and wanted to come to India because they had seen it as a land of prosperity on the sliver screen, the?sources said.

All the three claimed during their interrogation, which?was done separately, that the movies of Khan and Roshan were a?hit in their area ? Kargalilik of Xianjang province.?The trio, who knew only two languages ? Yarkandi and?Uyghur ? gave a different version about their family background and the way used by them to come into India.

The security agencies were still not convinced and their?interrogation would continue, the sources said. The three men,?aged between 18 and 23, one of whom is one-eyed, were nabbed?inside Indian territory on June 12 near Sultanchku.?They were at present in the custody at Murgo post where?the interrogators were flown along with a translator.

It was also not clear from where they had come as the?nearest habitation across the Line of Actual Control(LAC) was?in North of Karakoram range. Authorities are working on the?possibility that they could have entered through either Raki?Nallah, Jeevan Nallah or North of Daulat Beig Oldie, where?Indian and Chinese troops had a face-off for nearly 21 days?from April 15 to May five.

The three men also could not give a clear description of?the areas used by them to come to India. Besides this,?apprehension was being expressed that the three could have?been headed towards Pakistan-occupied-Kashmir which is barely?30 kms up North of the area where they were nabbed. The three men were carrying a big political map and two?smaller versions of the document with Arabic and Yarkandi?script on it.

Besides this, they were carrying improvised swords and?knives, tinned food including egg powder (useful in higher?region), Chinese currency of over 900 Yuan and Chinese leather?jackets.?The three claimed that the jackets, discarded by the?Chinese troops, were picked enroute.?Both summer and winter road connectivity to this post were?cut off due to bad weather in Ladakh region this year and?therefore, the security agencies airlifted the interrogators?and the translators to the post where they were detained.

According to the laid down procedure along the LAC, the?custody of any accused apprehended in the area has to be with?the Indo-Tibetan Border Police and interrogation can be?carried out by central security agencies.

NEW YORK (AP) ? Eliot Spitzer has met the deadline to file thousands of petition signatures for his bid to revive his political career by running for New York City comptroller.

Spitzer said that "over 27,000 signatures" were submitted to the city Board of Elections just after 10:30 p.m. Thursday, ahead of a midnight deadline. It came just four days after the tarnished ex-governor launched his campaign.

Spitzer needs 3,750 valid petition signatures to get on the Democratic primary ballot for September.

"I just want to first and foremost thank the citizens of New York that signed these petitions," Spitzer said outside the Board of Elections office in lower Manhattan. "I want to say it's an important statement for those who said it was not possible in the course of three and a half days to gather these signatures to get a candidate on the ballot for citywide office."

The filing may not be the last word. Spitzer's opponents or others could challenge signatures for reasons such as incomplete addresses or missing dates.

If that happens, elections officials will have to review the objections, hold a hearing late this month and decide whether the signatures qualify. The matter could ultimately go to court.

Spitzer, who resigned amid a prostitution scandal in 2008, startled the political establishment and shook up what had been a tame comptroller's race by jumping into it, a decision he says he just made over the weekend.

Candidates were allowed to start petitioning in early June, and many did. Campaigns generally gather two to three times as many signatures as needed, in case some are challenged as having incomplete addresses, missing dates or other flaws.

Spitzer had said he was aiming for 7,500 signatures. His self-financed campaign has offered canvassers $12 an hour to collect them; consulting firm BrownMillerGroup said a report that petitioners were getting $800 a day was inaccurate.

Stringer, meanwhile, noted that he relied on volunteer petitioners.

"One hundred thousand people signed my petition, and we didn't have to pay anybody," he said Thursday evening on TV news station NY 1's "Road to City Hall."

Spitzer and Stringer each need signers who are registered Democrats, live in the city and haven't signed another comptroller hopeful's petition. Signers must supply their names and addresses and date the forms, and signature-gatherers also have to fill out certain information.

Spitzer's four-day timeframe was certainly a challenge, political veterans said.

"It's not a lot of time. It can be done," said Martin Connor, an election lawyer and former state senator.

Meanwhile, Spitzer got encouraging news Wednesday from a poll showing he topped Stringer 42 percent to 33 percent among registered Democrats, including those leaning toward but not settled on a candidate. The Wall Street Journal-NBC 4 New York-Marist questioned 546 registered Democrats and had a margin of error of plus or minus 4.2 percentage points for questions limited to them.

Spitzer said Wednesday night that while the poll numbers were comforting, he was aware he had more work to do.

"I'm never confident," he said. "And that is defensive politics."

Stringer campaign manager Sascha Owen expressed confidence that as more voters get to know Stringer, "he will be the obvious choice for comptroller."

Other comptroller contenders include Republican John Burnett, who has worked on Wall Street; his campaign said Thursday he'd filed about 8,000 signatures.

Petitions weren't yet due for some third-party contenders, but Libertarian Kristin Davis' campaign has collected 3,100 so far, spokesman Andrew Miller said. Adding an unusual element to the campaign, Davis is a former madam.

Green Party candidate and former teacher Julia Willebrand's campaign didn't immediately respond to a message sent through the campaign's Facebook page Thursday evening.

NBC.com lists Spitzer as a guest on "The Tonight Show with Jay Leno" Friday night. The show airs at 11:35 p.m. EST.

England Premier League club Fulham bought by owner of NFL's Jacksonville Jaguars

LONDON - Jacksonville Jaguars owner Shad Khan bought the English soccer club Fulham on Friday, becoming the sixth American owner in the Premier League.

The deal between previous owner Mohamed Al Fayed and Khan for the sale of the London club was completed on Friday and approved by the Premier League. Financial details were not disclosed.

"Fulham is the perfect club at the perfect time for me," Khan said in a statement sent to The Associated Press. "I want to be clear, I do not view myself so much as the owner of Fulham, but a custodian of the club on behalf of its fans. My priority is to ensure the club and Craven Cottage each have a viable and sustainable Premier League future that fans of present and future generations can be proud of.

"We will manage the club's financial and operational affairs with prudence and care, with youth development and community programs as fundamentally important elements of Fulham's future."

Al Fayed, an Egyptian businessman, has owned Fulham since 1997 and is leaving the club debt-free as it prepares for a 13th Premier League season.

"He is giving me the privilege and responsibility of serving as the next custodian of Fulham Football club," Khan said. "I am extremely honoured to accept and want to thank him, on behalf of everyone who loves Fulham, for 16 years of exceptional service to the Club. Mr. Al Fayed rescued the club in its hour of need and has led it to a sustained place within the Premier League."

Manchester United (Glazer family), Arsenal (Stan Kroenke), Liverpool (John Henry), Aston Villa (Randy Lerner) and Sunderland (Ellis Short) also are controlled by American opwners.

Fulham plays at Craven Cottage, a 25,700-seat stadium on the banks of the Thames in west London. The venue has been the club's home for most years since 1896, and the team was given approval last year to redevelop its Riverside stand and increase capacity to 30,000.

The Cottagers have never won a major trophy but reached the final of the FA Cup in 1975 and the Europa League in 2010. Fulham has had a string of American players in recent seasons, including Clint Dempsey, Brian McBride, Carlos Bocanegra, Kasey Keller and Eddie Johnson, and a hospitality area at the stadium is named after McBride.

The sale comes with Khan's Jaguars preparing to play NFL regular-season games in London.

The Jaguars have a deal to play one home game in London for four consecutive seasons starting in October at Wembley Stadium against the San Francisco 49ers.

Khan, who owns Flex-N-Gate Corporation, a leading American automotive supplier, moved to the U.S from his native Pakistan as a 16-year-old in 1967.

"By his hard work, vision and determination, Shahid Khan has become a living embodiment of the American success story," Al Fayed said. "His achievements speak for themselves. I met him twice prior to our successful transaction this week and have been very favourably impressed."

The 84-year-old Al Fayed, the former owner of Harrods department store, said he is retiring to spend time playing soccer with his grandchildren.

Tufts University put to use an interesting blend of a highly popular modern pop-culture reference from Drake. ?The admission application for Tufts University based in Medford, Massachusetts near Boston, referenced the term "You Only Live Once" (YOLO) made highly popular by the Canadian recording artist Drake. ?It tied his phrase to similar older historic phrases that portray similar views.

Dear Carolyn: I have always been the smart one. My sister was an average student, and I have always excelled in all areas of academia. This sounds conceited, I know, and I?m not writing off my sibling. She has many talents that I simply don?t possess, like the ability to make people feel comfortable.

My problem is that my sister despises me for my brains. I started school a year early, putting me just a grade behind her, though there is more than two years? difference in age between us. I got better grades and more awards, and the attention paid to my successes made her feel horrible. I knew this and tried all through high school to downplay my talents.

After graduation, she became a hairstylist and insists she loves her job. I went on to college. I am 19 and about to begin my junior year. I love my university and my studies, but every time I mention school in any way (an organization, a football game, a paper that?s due) my sister bashes the school and reminds everyone that she is out in the world earning money, not just studying ?useless abstract things.? She has even become a fan of our rival school?s football team!

I try to avoid these ?trigger? topics, but academics are my life. I want to pursue a career in research and teaching. I hate that my abilities have poisoned our relationship, but I think this is her problem, not mine. If she is as contented with her life as she claims to be, then she shouldn?t feel the need to bad-mouth my studies. How do I make the insults stop?

How can I make the simplistic assumptions stop?

Maybe you were born many points brighter than your sister, and maybe that alone is what cut you out to be an academic to her mocker of all things abstract.

Maybe, instead, you and she are a lot like most other people, whose adult selves are a result of countless influences large and small, natural and nurtured, chosen and coincidental, under noses and out of view.

Maybe, for example, you babbled a 10-cent word at a surprising age, and your parents weren?t familiar with the hazards of drawing lifelong conclusions about intelligence in young children, and used mistaken assumptions to pop you into kindergarten at 4 and raise you to think you were brainy ? at least compared with your sister ? and as a result both of you built lives around ideas of your intelligence that don?t track with your actual gifts. Maybe you?re both equally smart. Maybe she?s the ?smart one,? but bloomed late and was never trained or encouraged to apply herself academically.

If there?s a grain of truth to any of this, then wouldn?t it be your parents who ultimately poisoned your sibling relationship, and not your giant brain? Not to make them the villains; they could have had the best of intentions to give each of you the right encouragement for what they perceived to be each of your strengths, and merely were wrong in what they perceived.

If instead there?s no truth to my alternate theory, then I still have this: You?ve nevertheless distilled to one simplistic narrative some of the most complicated things humanity has to offer, including family systems, self-determination and the nature of intelligence. Please give a nod to your academic aspirations and look at the relationship with your sister, and your paths in life, from all conceivable angles. Right now, you?re stuck in one position: defensive.

?Sometimes I think we haven?t changed our opinion of each other since second grade. I?d like to change that?: Maybe you?re not ready to offer this kind of peace overture, and she?s not ready to hear it as one, but I suspect if you opened your mind to alternate theories on your comparative excellence, then you?d be less assured of it. I also suspect she?d read this attitude change in you, and lower her dukes just a bit.

Asiana crew twice tried to abort landing before SF crash

Crew members twice called to abort the landing of Asiana Flight 214 in the last 5 seconds before it crash-landed at the San Francisco airport last weekend, federal investigators said Thursday.

It was previously reported that the crew tried to abort the landing in the last few seconds before the crash Saturday at San Francisco International Airport. But Deborah Hersman, chairman of the National Transportation Safety Board, revealed in a briefing for reporters Thursday that there was also a second call for a "go-around" ? abandoning the landing attempt.

Why the plane clipped a seawall at the airport remains a mystery. Hersman said reviews of the automated pilot system, the automated throttles and the flight director systems all showed "no anomalous behavior."


Officials said debris from the airliner has been cleared from the runway, which could reopen as soon as Sunday.

Hersman said the NTSB has returned the runway to the jurisdiction of officials at San Francisco International Airport, but she said a grassy area where the fuselage of Asiana Airlines Flight 214 remained under NTSB control.

Doug Yakel, a spokesman for the airport, told NBC News it would probably take a few days before Runway 28 Left was operational again, which could be late Sunday or early Monday.

Two Chinese teenagers were killed and about 180 other passengers were injured when the Boeing 777 crashed. Seventeen people remained in area hospitals Thursday, three of them ? two adults and a child ? in critical condition.

Hersman was briefing reporters Thursday afternoon on the NTSB investigation, which is trying to answer several questions. She previously answered one of those Thursday ? telling NBC Bay Area that a flash of light the pilot reported having seen about 34 seconds before the crash wasn't a laser.

Hersman said at the briefing that the light, which could have been a reflection of the sun, didn't affect the pilot's vision.

Lasers pointers have become a significant problem for pilots, said the Federal Aviation Administration, whose records reflect an 800 percent rise in the number of such incidents from 2006 to 2012, the last year for which full figures are available. Pointing them at airplanes "can completely incapacitate pilots," it said, and it's a federal crime.?

Another mystery is why the plane wasn't immediately evacuated. Hersman said Wednesday that the doors weren't opened until about 90 seconds after the plane had come to a full stop. The standard is to have the plane fully evacuated within 90 seconds.

It also remains unclear why the plane's evacuation chutes prematurely opened inside the cabin on the plane's second impact ? they're supposed to open outward.?

And investigators also want to know why flight data indicated that the plane's automated systems recorded multiple "autopilot and autothrottle modes" as it approached San Francisco.

"There is automation there to support the pilots, but pilots also have to fly the airplane," Hersman told NBC News on Wednesday. "They have to monitor, and they have to fly."

Separately, emergency agencies were defending their response to the crash after recordings of passengers' and witnesses' calls to 911 reflected frantic concern that there weren't enough emergency crews on the scene.

Fire officials told NBC's TODAY that ambulances responded within 13 minutes and that private ambulances were already on the scene. The incident commander initially told them to keep away from the plane because of fears it could explode, they said.

A spokesman for American Medical Response, which provides ambulance services in 42 states, said ambulances had gone to a staging area before continuing to the wreckage in groups of five in accordance with a crash response plan.

KANSAS CITY, Mo - A plan to beef up early childhood education funding in the state of Missouri is getting a lot of attention.

Thursday morning, Kansas City's Early Childhood Commission met with Gov. Jay Nixon at the Kaufmann Foundation Conference Center to find a solution to make education stronger in the state.

The main obstacle education leaders in Missouri say they face is children are not prepared for kindergarten.

Thursday, those leaders tossed out several solutions to the problem.

The state plans to invest $17 million in early education next year, that's nearly a 50 percent increase, according to Gov. Nixon.

That money could be used to open additional free preschools across the state, and also to strengthen the current schools by making curriculum tougher and ensuring teachers are well-qualified.

Education leaders want to target children from birth to age 5.

Airick Leonard West, board chair of the Kansas City Public School District, stressed Thursday that getting kids reading, writing and solving arithmetic at an early age could get districts like Kansas City back on par towards success.

"As many as 40 percent of the children who arrive to KCPS come two to three years behind, and developmentally, it's hard to catch them up when they start with such a deficit," West explained.

Of course, this is the toughest age to target because unless these children are being educated by their parents at home, initiatives by the city or state won't likely make a big difference, according to Gov. Nixon.

Vine adds new channels, capture tools and revining

The initial popularity of Vine on Android may be hit-or-miss, but updates with new functionality just keep coming -- this time with improved capture tools and new ways to manage sharing. First up are new improvements to creating Vines, which in addition to front-facing camera support now includes the option to show a viewfinder grid, manage auto-focus and add a "ghost" effect to your video. The main overflow menu for the app also now includes a global "mute" switch (thank you!).

On the content side, users can now browse and submit posts to 15 new channels in the app, and can easily "revine" (share) posts to your own stream. The update also includes a "fast capture" widget, which lets you jump straight into the capture mode of Vine to catch those short-notice moments.

For Icahn, $10.7 million profit from Dell is not enough

(Reuters) - Michael Dell and private equity firm Silver Lake are looking increasingly likely to get shareholder approval to take Dell Inc private in a $24.4 billion deal. But agitator Carl Icahn still sees room to gamble.

The activist investor, who is Dell's second-largest shareholder after Michael Dell, is now trying to sway investors to vote down the buyout deal by raising his competing offer for the No. 3 PC maker.

If Michael Dell wins, Icahn will go home with a profit of $10.7 million for his troubles, Reuters calculations show. If Icahn wins, he will have a troubled company on his hands to turn around. But if neither happens, the billionaire investor could potentially lose hundreds of millions of dollars.

Representatives of Icahn, Dell and Silver Lake declined to comment.

Icahn's cost basis, which has not been reported before, and his new Dell offer show why the 77-year-old investor is seen as one of the most feared activists in corporate America. Earlier this week, he urged Dell shareholders to go to court to get a higher price for their shares from Michael Dell. Dell's special board committee as well as legal experts said that strategy was fraught with challenges, such as the risk that the court may decide the shares are worth less than the offer price.

"You know this guy is willing to put up a good fight," said James Cox, a corporate and securities law professor at Duke University School of Law.

Dell faces an uncertain future amid a steep decline in personal computer sales as the popularity of tablet computers grows. The company's special committee of the board, which is overseeing the sale process, has repeatedly spurned Icahn's alternative plans to recapitalize Dell and reward shareholders, leaving open the possibility that the shares will plunge if the buyout is voted down. Dell shareholders will vote on the Michael Dell-Silver Lake offer of $13.65 per share on July 18.

So far the odds are in the favor of the Michael Dell-Silver Lake buyout offer getting shareholder approval even if the vote is seen as close, investors say. All the three major advisory shareholder firms this week backed the take-private bid.

Icahn's offer, whose details are due to be unveiled on Friday, would sweeten his previous plan to have Dell repurchase 1.1 billion shares at $14 apiece with warrants.

His hope is that arbitrage-loving hedge funds will find the warrants - which are expected to have an exercise price of $20 per share - to be an attractive piece of paper to trade. People familiar with the deal estimate that 25 percent to 30 percent of Dell's stock is now owned by such event-driven funds.

For Icahn, whose net worth is pegged by Forbes at $20 billion, Dell has been an uphill struggle from the get-go. But he has managed to turn some of the odds in his favor.

Last month, he managed to lower the average cost of his stake in Dell by buying 72 million shares for $13.52 each from Southeastern Asset Management Inc, another shareholder that is also backing his cause. Icahn had earlier paid $13.89 each for 73.5 million Dell shares.

The maneuver brought down the cost of his now 8.7 percent stake in Dell to $13.58 per share, including Dell's dividends, which is 7 cents per share below Michael Dell's offer.

He would stand to lose a substantial portion of the $2.07 billion he paid for his stake were Dell shares to collapse if the Michael Dell offer was voted down and he did not succeed in getting his way.

But Icahn is clearly confident that shareholders would back his plan if they decided to vote down the buyout. Icahn has committed more than $3 billion of his wealth towards a $5.2 billion financing package for his share buy-back plan. He would have to pay this money only if all 12 of his nominees were appointed to Dell's board.
